The secularization of marriage, however, requires government to recognize that the institution is a civil one and cannot be defined exclusively by religion. We are no longer living in the homogeneous society of a century ago. Multiculturalism, diverse religious beliefs and the secularization of many societal institutions all testify to the openness of Canadian society.... The State must ensure respect for each citizen, but no group has the right to impose its values on others or define a civil institution.

　【ブリュッセル３０日共同】ベルギー下院は３０日、同性カップルの結婚を認める法案を可決、成立させた。これにより同性のカップルにも異性間の結婚と同様の権利と義務が保証される。

　英国やドイツ、北欧諸国では事実婚のカップルに認められる「登録パートナーシップ制」を同性カップルにも適用しているが、完全な結婚を認めたのはオランダに次いで世界で２番目。

　法案は政府提出。キリスト教政党などの反対に対し、ファンデンブルック社会問題・年金相は「個人の性的傾向を理由に差別はできない。最近は子供をつくるのが結婚の主目的との考えも薄れている」と政府の考えを説明した。

　オランダは同性カップルが養子をもらうことを認めているが、ベルギーでは「養子縁組法」の改正が間に合わず、先送りされた。

　同性カップルによる養子縁組については「家族制度の根幹を揺るがす」との懸念が強い。欧州人権裁判所は昨年、養子縁組を禁じたフランスの法律を同性愛者による差別だとする訴えを退けた。

ベルギーで同性間の結婚を容認　オランダに続く (CNN.co.jp 2003/01/31)

（ＣＮＮ）　ベルギー下院は３０日、同性カップルの結婚を認める政府提出の法案を、賛成９１、反対２２の賛成多数で可決した。同性間の結婚が、異性間の結婚同様に合法化されたのは、２００１年４月のオランダに続き、２カ国目になる。

オランダでは同性カップルの養子縁組も認めているが、ベルギーでは関連法律の改正準備が間に合わず、先送りされた。

ドイツやデンマーク、北欧諸国、フランスなどと同様、ベルギーでもこれまでに同性同士の事実婚を認めるパートナー制は同性カップルには適用されていた。

今回の法案提出に当たり、ベルギー政府は「子供を生むのが結婚の大きな目的との意識は薄れてきている」などと主張した。

　ベルギー下院は３０日、同性愛カップルの結婚を認める法案を賛成９１、反対２２、棄権９の圧倒的多数で可決した。同性結婚の合法化はオランダに続き、世界で２番目。

　ただ、オランダが同性愛者カップルに養子縁組を認めているのに対し、ベルギーは認めておらず、同性結婚支持派からは不満も出ている。（ブリュッセル支局）

Amendment of birth certificate of transsexuals
At present the birth certificate of a transsexual can be amended only if he or she is single. Under the bill it is proposed that this condition should be dropped since marriage will be possible for same-sex couples. This means that a transsexual who is married can remain married and still have his or her birth certificate amended.
